Blender, specifically, is not great on macOS. They recently added a Metal renderer (with Apple's help) which improves things somewhat, but you generally can get much better bang-for-buck for 3D applications with a Windows machine. It's a situation where like, if you're getting a Mac for other things, you can use Blender decently on it, but if M1 is a good chip, but it's not magic. My MacBook Pro M1 is faster than any PC or laptop I have ever owned. It also runs on batteries far longer than any of my previous laptops. Oh, and it's smaller and lighter. That is close enough to magic for me If you want to make the most of your cash then you’ll need to start looking at the MacBook Pro. Right now I would get the 14” M1 MacBook Pro 16/512. On sale at bestbuy foe $300 off makes it the same price as the M2 MacBook Pro and the 14” is a far better machine. I would recommend the M2 Pro! I think as you get deeper into the software development world, you find that the M2 Air has too many limitations.
Worst case you could probably always try running Visual Studio Code in a devcontainer or VirtualBox the OS you want. Honestly I have a aging 2012 MacBook Pro it is fine for programming hooked up to a external display. (Lower res without) a t450 thinkpad which is circa 2015 which is fine for programming.

A 15" laptop from 2015 with i7 and with gpu is great for coding ;) The problem with the 2015 13" was the lack of cores. It only has 2 and that hurts performance a lot. The new 13" models have faster 4 core CPU's which is a huge difference.
