The list of perks for Fallout: New Vegas is extensive, and is not yet part of this article. A few of my favorite perks are listed below, but for a real list, go to Fallout New Vegas Wiki - Perks. Perks are identified by an 8 character unique string in hex format. It is possible to add perks and remove perks using the console.
you really need to read up on console commands and make an extensive list of .txt files. look on nexus for weapon recoil and spread reduction mods. also adding certain perks increases your accuracy too.

Gun Nut is an Intelligence perk in Fallout 4. Taking ranks of this perk grants access to more advanced weapon mods for Ballistic weapons when using a Weapons workbench. This perk is needed to craft mods from scratch, not for applying or removing mods. One can remove a mod and apply it freely on the same kind of weapon, even if one could not build a new copy of that mod. The first 3 ranks of

Blacksmith is a Strength perk in Fallout 4. Taking this perk grants access to more advanced melee weapon mods while using a weapons workbench. The perk is only needed to craft new mods. There are no perk or material requirements to use the weapons workbench or to apply owned weapon mods from the inventory of the Sole Survivor. Mods can be removed by applying any mod that occupies the same slot
Launch Fallout 4 and load your save. Hit ~ to bring up the console. Input "bat reset" to reset your points. Input "bat run" to distribute your points as laid out in Reset All Points. Save/quicksave. Restart Fallout 4 (I had some weirdness with my screen resolution after doing this, so restarting is generally a good idea).
